Official Meeting Held Regarding Transition of RC Printing to Dealership Level and Related Compliance Directives for All Vehicle Dealerships of District Ludhiana — Reg.
An official meeting was convened today, i.e., //2025, at the Office of the Regional Transport Authority, Ludhiana, under the chairmanship of the Regional Transport Officer / Secretary, RTA, Ludhiana. The meeting was attended by representatives of all authorized vehicle dealerships operating within the territorial jurisdiction of District Ludhiana.
The primary agenda of the meeting was the transition of Registration Certificate (RC) Printing to the dealership level. In this regard, detailed discussions were held, and the following decisions and directives were communicated to all dealership representatives for immediate and strict compliance:
1. RC PRINTING AT DEALERSHIP LEVEL — PRIMARY AGENDA OF THE MEETING
It was formally announced and resolved during the meeting that the process of Registration Certificate (RC) Printing shall henceforth be carried out at the dealership level itself. This is a significant step towards decentralization and expediting the vehicle registration process for the convenience of the public.
All dealership representatives were firmly instructed to ensure that:
The entire RC printing process is carried out in a legally correct, transparent, and error-free manner.
All procedures must be in full conformity with the provisions of the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989 (as amended).
Any discrepancy, manipulation, data mismatch, or procedural irregularity in the RC printing process shall be viewed with the utmost seriousness and shall invite strict penal and administrative action, including but not limited to suspension of dealership login credentials and initiation of legal proceedings.
Dealerships must maintain proper records and logs of all RCs printed at their premises for audit and verification purposes.
2. MANDATORY OBTAINMENT OF STATIC IP ADDRESS (PREREQUISITE FOR RC PRINTING)
In direct connection with the above transition, it was resolved that all dealerships must obtain a Static IP Address from their respective Internet Service Provider (ISP) at the earliest. It was made unequivocally clear that:
The RC punching and printing process shall be processed and activated only from dealerships having a valid and active Static IP configuration at their premises.
Dealerships that fail to comply with this technical requirement will not be permitted to carry out any RC-related transactions until such compliance is duly achieved and verified by this office.
3. STRICT PROHIBITION ON DELIVERY OF "APPLIED FOR" VEHICLES
A serious concern was raised during the meeting regarding the prevailing malpractice of certain dealerships delivering vehicles to customers under the "Applied For" registration status. It was categorically conveyed to all dealership representatives that:
This practice is strictly illegal and constitutes a grave offence under the Motor Vehicles Act, 1988 (as amended).
No dealership shall deliver any vehicle to a customer without valid and complete registration.
As per the provisions of the law, a heavy penalty/challan is liable to be imposed for this illegal activity, and the challan amount may extend up to the total invoice value of the vehicle in question.
Repeated or wilful violations shall attract cancellation/suspension of dealership authorization along with initiation of criminal proceedings.
All dealerships were put on formal notice to cease this practice with immediate effect.
4. COMPULSORY DELIVERY OF VEHICLES WITH HSRP ONLY
It was further resolved and communicated that, in alignment with the new RC printing process at the dealership level, every vehicle must be delivered to the customer only after the affixation of High Security Registration Plates (HSRP), as mandated under Rule 50 of the Central Motor Vehicles Rules, 1989. Delivery of any vehicle without HSRP is strictly prohibited and shall be treated as a direct violation of the law, attracting penal consequences.
5. ASSISTANCE AND GRIEVANCE REDRESSAL
It was conveyed at the conclusion of the meeting that any dealership requiring guidance, technical assistance, or clarification regarding the RC printing transition or any of the above directives may approach the Office of the Regional Transport Authority, Ludhiana, during regular working hours. The RTO Office remains committed to facilitating a smooth, lawful, and hassle-free transition for all stakeholders.
All dealership representatives present in the meeting were advised to treat these decisions with the utmost seriousness and ensure full and immediate compliance. Non-compliance shall attract strict legal and administrative action without any further notice.
