It a brazen scam betraying people of Punjab: Dewan
Former President of the District Congress Committee, Ludhiana (Urban) and former Chairman of the Punjab Large Industrial Development Board, Pawan Dewan, has teared into Bhagwant Mann’s AAP govt and PSPCL for unleashing “fraudulent, four month electricity bills” on Punjab’s households — branding it a brazen harassment of lakhs of consumers and a collapse of governance.
In a blistering statement today, Dewan exposed how thousands of consumers who had already cleared their May–June bills are now being slapped again — this time with inflated, four month bills covering May, June, July and August — a brazen double billing scam that reeks of harassment and administrative collapse. Dewan said that every single day he is flooded with anguished complaints from Ludhiana residents — people tormented, worried and harassed by this billing chaos — yet the government sits deaf and blind, refusing to lift a finger to fix the mess.
Citing a glaring case, Dewan revealed how one consumer first received a July bill for 69 days with 681 units — well within PSPCL’s own norms that guarantee zero billing as the usage was under 700 units in 70 days. That bill was rightly marked zero. But shockingly, the same consumer has now been slapped with a fresh 120 day bill, where PSPCL shamelessly clubbed the earlier zero bill with new consumption, inflating it to 1,204 units and stripping him of the 600 unit free benefit. Dewan branded this manipulation as nothing less than a “big scam,” exposing PSPCL’s brazen betrayal of its own rules and ruthless harassment of consumers.
Dewan blasted that thousands of Ludhiana consumers are huddling in darkness, utterly confused and helpless — forced to choose between paying these dubious bills or facing disconnection after the due date. He warned that if this is the plight in just one district, the devastation across Punjab can only be imagined. Calling it “nothing short of a huge scam,” Dewan accused PSPCL and the AAP government of pushing ordinary families into fear and harassment while betraying the very people they claim to serve.
Dewan thundered that the AAP government must act without delay — every single “faulty,” “incorrect,” and “four month” bill must be scrapped at once and replaced with corrected fresh bills. He demanded a full scale probe, alleging such a massive lapse could never occur without direct instructions from the state government itself. Warning of consequences, Dewan declared that if the mess is not resolved, Congress will escalate the fight to the highest level and ensure every guilty official is held accountable and punished.
