Eci Says Internal Differences Are Part Of Normal Deliberation, All Decisions Taken Unanimously

New Delhi, September 23: The Election Commission of India (ECI) on Wednesday said that written notes, observations, technical suggestions and internal checks-and-balances are part of its normal institutional functioning and are intended to ensure transparency, legal compliance and operational rigour. The clarification came amid reports about objections raised by two Election Commissioners on aspects of the electoral-roll revision process, including the Special Intensive Revision (SIR). The Commission said it functions as a multi-member constitutional body under Article 324 of the Constitution, statutory rules and established institutional conventions. It added that all official orders, decisions and administrative directions are issued in accordance with applicable law and established statutory procedures under the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.

According to the ECI, operational queries or suggestions raised by Commission members during the drafting stage are part of the regular decision-making process and are intended to further improve electoral procedures and safeguard voter rights. It said differing views and observations are normal before a final decision is taken, and that officers of the Commission are also authorised to provide suggestions for improving the electoral system. The Commission said focusing on selected internal notes recorded over a 10-month period presents only one part of the overall picture. It said that during the past year, the full Commission has taken unanimous decisions on numerous approvals, instructions, initiatives and electoral reforms, including electoral-roll revision and SIR. The ECI also said it had introduced around 40 new initiatives in recent months. (The Siasat Daily)

The ECI further pointed to its recent conduct of elections and election-related exercises in Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal, saying these involved extensive administrative and operational work and numerous approvals and instructions.

On its digital infrastructure, the Commission said platforms such as ECINet operate under strict data-security protocols designed to prevent unauthorised tampering and manipulation. It added that IT security checks and audit controls are standard cybersecurity measures and that statutory authorities, including Electoral Registration Officers and District Election Officers, exercise their powers regarding voter registration and deletion under the law. The Commission reiterated that it remains committed to carrying out its constitutional responsibilities with integrity and to strengthening the electoral process. The clarification was issued by P.
