Punjab Legislative Assembly Speaker Kultar Singh Sandhwan, fulfilling his earlier promise, today handed over a copy of the Jagat Jyot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026 to the Sangat of the Tower Morcha at Samana. On this occasion, amid resounding slogans from the stage of the Morcha, the passing of the bill by the Punjab Government was described as a commendable and welcome step. The Speaker said that fulfilling promises is also not possible without the Guru’s blessings, and as per the commitment he had made, he had come today to hand over the copy of this bill to Bhai Gurjeet Singh Khalsa and the Sangat. He appealed that, in the larger interest, Bhai Gurjeet Singh Khalsa should now come down from the tower.
Speaker Sandhwan credited the Sangat for this bill and, while thanking the entire Sangat, said that Chief Minister Bhagwant Singh Mann had fulfilled his promise by getting this historic bill passed through. He said that they will not sit idle until it receives approval from the Governor to give it legal status. He expressed confidence that the Governor will not withhold approval, as it is a state bill and no loophole has been left in the law, making it even stricter than the expectations of the Sangat.
Responding comprehensively to the doubts and questions raised by the Sangat of the Morcha, Kultar Singh Sandhwan assured that, as stated by Chief Minister Bhagwant Singh Mann in the Assembly, he is ready to go together with all parties to get the bill approved by the Governor. Accordingly, there will be no delay at the government level.
Extending greetings to the entire Sangat on the occasion of Khalsa Sajna Divas and Vaisakhi, Speaker Sandhwan said that he had come to Samana to offer gratitude to the Guru for the passing of this bill, as it is due to the support and blessings of the Sangat that the Punjab Government, under the leadership of Chief Minister Bhagwant Singh Mann, has been able to pass this bill.
Speaker Kultar Singh Sandhwan prayed for the long life and good health of Bhai Gurjeet Singh Khalsa, who is sitting atop the tower, and said that all of us should learn to love our Guru like him. The Speaker stated that earlier governments had made political mistakes in such laws, but in the anti-sacrilege law this time, no mistake has been left. He said that although there were laws earlier as well regarding sacrilege of the Guru Granth Sahib, the new law being framed is much stricter than ever before, and therefore this matter should not be politicized along party lines.
Speaking about the law, Speaker Kultar Singh Sandhwan said that this Act will ensure that anyone involved in the heinous crime of sacrilege will be dealt with strictly. He said that this law was necessary to strengthen communal harmony and national unity, and to ensure strict punishments, including life imprisonment, for such sacrilegious acts.
During the event, leaders of the Morcha, on behalf of the Sangat and the family of Bhai Gurjeet Singh, thanked the Punjab Government and Speaker Sandhwan. Samana MLA Chetan Singh Jouramajra said that April 13 is a special day and that the Samana Tower Morcha played an important role in getting this bill passed. He also apologized for any mistakes that may have been made knowingly or unknowingly by him and the administration in the past.
On this occasion, MLA Kulwant Singh Bazigar, SP Gurbans Singh Bains, SDM Richa Goyal, DSP Fateh Singh Brar and Market Committee Chairman Balkar Singh Gajjumajra were also present.
