National Commission for Safai Karamcharis directs Ludhiana Police to add Prohibition of Employment as Manual Scavengers Act and the SC/ST Prevention of Atrocities Act to the existing FIR registered in connection to deaths of 3 persons while cleaning septic tank at a factory recently 

Holds meeting with senior district administration and MC officials today

Ludhiana, June 23:
Mr Hardeep Singh Gill, Vice Chairman, National Commission for Safai Karamcharis (NCSK) concluded its two-day visit to Ludhiana to review the grievances and working conditions of Safai Karamcharis working in Municipal Corporation as well as other Municipal bodies of district.

A meeting in this regard was held at Bachat Bhawan, here and was attended by MC Commissioner Mr Ojasvi Alankar, ADC Ms Shikha Bhagat, ADCP Dev Singh, MC Joint Commissioners, SDMs along with senior officials from MC, District Administration Ludhiana, police along with senior officials from all concerned departments.

During the visit, Mr Hardeep Singh Gill strongly addressed the recent tragic incident at a local factory where three workers lost their lives while cleaning a septic tank.

The Vice Chairman noted that the initial FIR filed in the factory deaths case did not include the Prohibition of Employment as Manual Scavengers Act and the SC/ST Prevention of Atrocities Act. Police authorities have been strictly ordered to add these relevant sections to the FIR by tomorrow. 

In line with Supreme Court guidelines, the families of the deceased workers will receive Rs 30 Lakhs each in compensation. Additionally, families belonging to the Scheduled Caste (SC) category will receive a welfare grant of Rs 8.25 Lakhs from the District Social Welfare Department.

The Commission reviewed various pending issues of municipal workers, including delayed salaries, Employee Provident Fund (EPF) discrepancies, leaves, and the regularization of contract workers from the 2022 batch. The Ludhiana Municipal Corporation has been give one-month to resolve all these matters.

The district administration has been given 15 days to form District and SDM-level monitoring committees to ensure the safety of sanitation workers, as mandated by the Hon’ble Supreme Court of India.

The Commission emphasized that if the local police, municipal corporation, and district administration fail to implement these directives within the stipulated time, the matter will be directly escalated to the Supreme Court of India for strict legal intervention against the responsible officials.
