Punjab Health Minister Dr. Balbir Singh on Wednesday launched a scathing attack on the BJP-led Central Government over the recurring NEET-UG paper leak scandals, accusing it of systematically destroying the country’s education system and pushing lakhs of hardworking students into despair for the benefit of a “medical mafia” allegedly linked to BJP leaders.
Addressing a press conference, Dr. Balbir Singh said nearly 22 lakh students spend years preparing day and night for competitive exams like NEET under immense pressure, only to later discover that the paper had already been leaked and sold in several BJP-ruled “double engine” states including Rajasthan, Maharashtra, Bihar, Gujarat, Haryana, Uttar Pradesh and Madhya Pradesh. He alleged that the paper was initially sold for five lakh rupees and later distributed for as low as ₹30,000 shortly before the examination.
Dr. Balbir Singh said the biggest tragedy is that deserving and meritorious students are being crushed while incompetent candidates are buying their way into the medical profession through leaked papers. “The country’s Gen-Z, which is supposed to become the future doctors of India, is being betrayed. If people who purchase leaked papers become doctors, what kind of healthcare system are we creating?” he questioned.
The minister said the paper leak racket has been operating since 2015 and has only expanded under the BJP government despite repeated promises of reform. He pointed out that even after the formation of the National Testing Agency (NTA), at least 16 paper leaks took place, followed by major scandals in 2021, 2024 and now again in 2026. He alleged that electronic devices and organised criminal networks were being used to run these leaks with political protection.
Dr. Balbir Singh said the BJP government routinely announces new agencies and committees after every scam, while no real accountability is fixed and no major culprits are punished. “The CBI files FIRs, the government issues statements, but no one is jailed. Witnesses have even died in such cases, yet no responsibility is fixed. This has become the biggest education scam in the country,” he said.
He further said that BJP-linked politicians and owners of private medical colleges have created a nationwide “medical mafia” that profits from paper leaks and inflated admissions. Referring to recent policy decisions regarding postgraduate medical admissions, Dr. Balbir Singh questioned how students with “zero marks” could be considered eligible for MD/MS admissions. “If zero marks are acceptable, then why are lakhs of students being tortured through competitive exams?” he asked.
The minister alleged that the same nexus involved in paper leaks is also exploiting students financially. He claimed that between 2019 and 2024, students were overcharged by nearly ₹450 crore in excessive fees while central agencies remained silent because many institutions are allegedly linked to BJP leaders and financiers.
Dr. Balbir Singh also attacked central agencies including the ED and CBI, accusing them of selectively targeting political opponents while ignoring large-scale corruption in the education sector. “The ED raids opposition leaders over political reasons, but cannot see those taking crores of rupees by selling examination papers. Has the ED gone blind? Does Income Tax not know where the money of these medical colleges comes from?” he questioned.
Praising the Punjab Government led by Bhagwant Mann, Dr. Balbir Singh said not a single paper leak has occurred in Punjab since the AAP government came to power because of strict systems and modern technology-based monitoring.
Calling for strict action, the minister demanded criminal cases against all politicians, middlemen and members of the alleged “medical mafia” involved in paper leak networks. He urged the Supreme Court to directly intervene, order arrests and ensure exemplary punishment for those responsible.
Dr. Balbir Singh also appealed to students across the country to raise their voices against the destruction of the education system. He urged the Indian Medical Association and its lakhs of doctors to unite and protest against the growing corruption in medical education.
“The BJP has destroyed merit and turned education into a business. This is not just fraud against students and parents, but a betrayal of 140 crore Indians. If you destroy education, you destroy the future of the country,” he said.
