ਕਿਹਾ - ਸੰਵਿਧਾਨ 'ਤੇ ਚਰਚਾ 'ਚ ਭਾਜਪਾ ਨੇਤਾਵਾਂ ਨੇ ਅੰਬੇਡਕਰ ਦੀ ਬਜਾਏ ਅੰਗਰੇਜ਼ਾਂ ਤੋਂ ਮੁਆਫ਼ੀ ਮੰਗਣ ਵਾਲੇ ਸਾਵਰਕਰ ਦੀ ਕੀਤੀ ਤਾਰੀਫ਼, ਆਜ਼ਾਦੀ ਘੁਲਾਟੀਆਂ ਦਾ ਜ਼ਿਕਰ ਤੱਕ ਨਹੀਂ ਕੀਤਾ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਨੇ ਸੰਵਿਧਾਨ ਨਿਰਮਾਤਾ ਅਤੇ ਸ਼ਹੀਦਾਂ ਦਾ ਸਨਮਾਨ ਕੀਤਾ, ਦਿੱਲੀ ਅਤੇ ਪੰਜਾਬ ਦੀ 'ਆਪ' ਸਰਕਾਰ ਨੇ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਅੰਬੇਡਕਰ ਅਤੇ ਭਗਤ ਸਿੰਘ ਦੀਆਂ ਫ਼ੋਟੋਆਂ ਲਗਾਈਆਂ - ਕੰਗ ** ਭਾਜਪਾ ਸਰਕਾਰ ਸੰਵਿਧਾਨ ਦੇ ਖ਼ਿਲਾਫ਼ ਕੰਮ ਕਰ ਰਹੀ ਹੈ, ਜਾਤ ਅਤੇ ਧਰਮ ਦੇ ਅਧਾਰ 'ਤੇ ਲੋਕਾਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾ ਰਹੀ ਹੈ, ਰਾਜਾਂ ਨਾਲ ਵਿਤਕਰਾ ਕਰ ਰਹੀ ਹੈ ਅਤੇ ਮਨਮਾਨੇ ਢੰਗ ਨਾਲ ਕਾਨੂੰਨ ਲਾਗੂ ਕਰ ਰਹੀ ਹੈ - ਕੰਗ*** ਅੱਜ ਦੇਸ਼ ਦੀਆਂ ਸਰਵਉੱਚ ਜਮਹੂਰੀ ਸੰਸਥਾਵਾਂ ਦੀ ਖ਼ੁਦਮੁਖ਼ਤਿਆਰੀ ਵੀ ਖ਼ਤਰੇ ਵਿਚ ਹੈ, ਚੋਣ ਕਮਿਸ਼ਨ ਅਤੇ ਨਿਆਂਪਾਲਿਕਾ 'ਤੇ ਸਵਾਲ ਉੱਠ ਰਹੇ ਹਨ, ਇਸ ਨੂੰ ਬਚਾਉਣਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ - ਕੰਗ ਕੰਗ ਨੇ ਚੰਡੀਗੜ੍ਹ ਦਾ ਵੀ ਕੀਤਾ ਜ਼ਿਕਰ, ਕਿਹਾ- ਜਿਸ ਪੰਜਾਬ ਨੇ ਆਜ਼ਾਦੀ ਦੀ ਲੜਾਈ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਕੁਰਬਾਨੀਆਂ ਦਿੱਤੀਆਂ, ਅੱਜ ਉਸ ਨੂੰ ਆਪਣੀ ਰਾਜਧਾਨੀ ਨਹੀਂ ਦਿੱਤੀ ਜਾ ਰਹੀ ** ਚੰਡੀਗੜ੍ਹ, 13 ਦਸੰਬਰ *** 'ਆਪ' ਸੰਸਦ ਮੈਂਬਰ ਮਲਵਿੰਦਰ ਕੰਗ ਨੇ ਸੰਸਦ ਵਿੱਚ ਸੰਵਿਧਾਨ 'ਤੇ ਚਰਚਾ ਦੌਰਾਨ ਕਿਹਾ ਕਿ ਅੱਜ ਬਾਬਾ ਸਾਹਿਬ ਭੀਮ ਰਾਓ ਅੰਬੇਡਕਰ, ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ, ਕਰਤਾਰ ਸਿੰਘ ਸਰਾਭਾ ਅਤੇ ਰਾਜਗੁਰੂ ਅਤੇ ਚੰਦਰਸ਼ੇਖਰ ਆਜ਼ਾਦ ਵਰਗੇ ਮਹਾਨ ਸੁਤੰਤਰਤਾ ਸੈਨਾਨੀਆਂ ਦੀ ਪ੍ਰਸ਼ੰਸਾ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਸੀ ਪਰ ਭਾਜਪਾ ਨੇਤਾ ਨੇ ਅੰਗਰੇਜ਼ਾਂ ਤੋਂ ਮੁਆਫ਼ੀ ਮੰਗਣ ਵਾਲੇ ਸਾਵਰਕਰ ਦੀ ਤਾਰੀਫ਼ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਬਹੁਤ ਮੰਦਭਾਗੀ ਗੱਲ ਹੈ ਕਿ ਆਜ਼ਾਦੀ ਘੁਲਾਟੀਆਂ ਦਾ ਜ਼ਿਕਰ ਤੱਕ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। ਕੰਗ ਨੇ ਕਿਹਾ ਕਿ ਮੈਨੂੰ ਮਾਣ ਮਹਿਸੂਸ ਹੋ ਰਿਹਾ ਹੈ ਕਿ ਮੇਰੀ ਪਾਰਟੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਸੰਵਿਧਾਨ ਨਿਰਮਾਤਾਵਾਂ ਅਤੇ ਆਜ਼ਾਦੀ ਘੁਲਾਟੀਆਂ ਦਾ ਸਨਮਾਨ ਕਰ ਰਹੀ ਹੈ। ਦਿੱਲੀ ਅਤੇ ਪੰਜਾਬ ਦੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਨੇ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਕਿ ਬਾਬਾ ਸਾਹਿਬ ਭੀਮ ਰਾਓ ਅੰਬੇਡਕਰ ਅਤੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀਆਂ ਤਸਵੀਰਾਂ ਸਾਰੇ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਲੱਗੇ। ਕੰਗ ਨੇ ਕਿਹਾ ਕਿ ਜੋ ਸੰਵਿਧਾਨ ਆਮ ਲੋਕਾਂ ਨੂੰ ਨਾਗਰਿਕ ਅਧਿਕਾਰ ਦਿੰਦਾ ਹੈ। ਇਹ ਲੋਕਾਂ ਦੀ ਆਜ਼ਾਦੀ ਅਤੇ ਬਰਾਬਰੀ ਦੇ ਅਧਿਕਾਰਾਂ ਦੀ ਰੱਖਿਆ ਕਰਦਾ ਹੈ, ਪਰ ਅੱਜ ਭਾਜਪਾ ਸਰਕਾਰ ਇਸ ਨੂੰ ਹਰ ਤਰ੍ਹਾਂ ਨਾਲ ਕੁਚਲਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੰਵਿਧਾਨ ਭਾਰਤ ਨੂੰ ਸਮਾਜਵਾਦੀ ਰਾਜ ਐਲਾਣ ਦਾ ਹੈ ਪਰ ਭਾਜਪਾ ਸਰਕਾਰ ਇਸ ਦੇ ਉਲਟ ਕਰ ਰਹੀ ਹੈ। ਅੱਜ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ ਦੇ 13 ਲੱਖ ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੇ ਕਰਜ਼ੇ ਮੁਆਫ਼ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ, ਜਦਕਿ ਦੇਸ਼ ਨੂੰ ਅੰਨ ਦੇਣ ਵਾਲੇ ਕਿਸਾਨ ਸੜਕਾਂ 'ਤੇ ਸੰਘਰਸ਼ ਕਰ ਰਹੇ ਹਨ। ਸੰਵਿਧਾਨ ਧਰਮ ਨਿਰਪੱਖ ਰਾਜ ਦੀ ਸਥਾਪਨਾ ਕਰਦਾ ਹੈ, ਪਰ ਅੱਜ ਦੇਸ਼ ਵਿਚ ਜਾਤ-ਪਾਤ ਅਤੇ ਧਰਮ ਦੇ ਆਧਾਰ 'ਤੇ ਦੰਗੇ ਕਰਵਾਏ ਜਾ ਰਹੇ ਹਨ। ਲੋਕਾਂ ਦੇ ਨਾਲ ਖਾਣ-ਪੀਣ ਅਤੇ ਕੱਪੜਿਆਂ ਦੇ ਆਧਾਰ 'ਤੇ ਵਿਤਕਰਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਉਦਾਹਰਨ ਦਿੱਤੀ ਕਿ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਜੱਜਾਂ ਵਜੋਂ ਭਰਤੀ ਲਈ ਦੋ ਸੀਨੀਅਰ ਵਕੀਲਾਂ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਕੀਤੀ ਸੀ ਪਰ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਕਿਉਂਕਿ ਉਹ ਦਸਤਾਰਧਾਰੀ ਸਿੱਖ ਸਨ। ਇਸੇ ਤਰ੍ਹਾਂ ਕਿਸਾਨ ਅੰਦੋਲਨ ਦੌਰਾਨ ਸਿੱਖਾਂ ਨੂੰ ਖਾਲਿਸਤਾਨੀ ਅਤੇ ਗ਼ੱਦਾਰ ਕਿਹਾ ਗਿਆ। ਇਸੇ ਤਰ੍ਹਾਂ ਸੰਵਿਧਾਨ ਸੰਘਵਾਦ ਦੀ ਵਕਾਲਤ ਕਰਦਾ ਹੈ ਪਰ ਅੱਜ ਰਾਜਾਂ ਨਾਲ ਲਗਾਤਾਰ ਵਿਤਕਰਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਦੇਸ਼ ਦੇ ਸੰਘੀ ਢਾਂਚੇ ਨੂੰ ਕਮਜ਼ੋਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਚੁਣੀਆਂ ਹੋਈਆਂ ਸਰਕਾਰਾਂ ਦੀਆਂ ਸ਼ਕਤੀਆਂ ਘਟਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਦਿੱਲੀ ਦੀ ਜਨਤਾ ਨੇ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਨੂੰ ਵੱਡਾ ਫ਼ਤਵਾ ਦਿੱਤਾ ਸੀ ਪਰ ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਕਈ ਗੈਰ-ਜਮਹੂਰੀ ਸੋਧਾਂ ਕਰਕੇ ਦਿੱਲੀ ਸਰਕਾਰ ਦੀਆਂ ਸ਼ਕਤੀਆਂ ਘਟਾ ਦਿੱਤੀਆਂ। ਇਸ ਲਈ ਦੇਸ਼ ਨੂੰ ਅੱਜ ਜਿਸ ਚੀਜ਼ ਦੀ ਸਭ ਤੋਂ ਵੱਧ ਲੋੜ ਹੈ ਉਹ ਹੈ ਦੇਸ਼ ਦੀ ਜਮਹੂਰੀ ਅਤੇ ਸੰਵਿਧਾਨਕ ਪ੍ਰਣਾਲੀ ਨੂੰ ਕਾਇਮ ਰੱਖਣ ਅਤੇ ਧਰਮ ਨਿਰਪੱਖ ਸਭਿਆਚਾਰ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਦੀ। ਮਲਵਿੰਦਰ ਕੰਗ ਨੇ ਆਪਣੇ ਭਾਸ਼ਣ ਵਿੱਚ ਮਨੀਪੁਰ ਵਿੱਚ ਹੋ ਰਹੀ ਹਿੰਸਾ ਅਤੇ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਮੰਦਰਾਂ ਅਤੇ ਮਸਜਿਦਾਂ ਦੇ ਨਾਂ ’ਤੇ ਹੋ ਰਹੇ ਵਿਵਾਦਾਂ ਦਾ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ ਅਤੇ ਆਗੂਆਂ ਦੇ ਭੜਕਾਊ ਭਾਸ਼ਣਾਂ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਅੱਜ ਦੇਸ਼ ਦੀ ਫ਼ਿਰਕੂ ਸਥਿਤੀ ਬਹੁਤ ਗੰਭੀਰ ਹੈ। ਇਹ ਸੰਵਿਧਾਨ ਦੀ ਭਾਵਨਾ ਦੇ ਵਿਰੁੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅੱਜ ਦੇਸ਼ ਦੀਆਂ ਲੋਕਤੰਤਰੀ ਸੰਸਥਾਵਾਂ ਦੀ ਖੁਦਮੁਖਤਿਆਰੀ ਖ਼ਤਰੇ ਵਿੱਚ ਹੈ। ਜਾਂਚ ਏਜੰਸੀਆਂ ਦੀ ਦੁਰਵਰਤੋਂ ਹੋ ਰਹੀ ਹੈ। ਉਸ ਲਈ ਮਜ਼ਬੂਤ ਹੋਣਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ। ਅੱਜ ਭਾਵੇਂ ਚੋਣ ਕਮਿਸ਼ਨ ਦੀ ਗੱਲ ਕਰੀਏ ਜਾਂ ਨਿਆਂਪਾਲਿਕਾ ਦੀ, ਹਰ ਅਦਾਰੇ 'ਤੇ ਸਵਾਲ ਉੱਠ ਰਹੇ ਹਨ। ਹਾਲ ਹੀ ਵਿੱਚ, ਇੱਕ ਜੱਜ ਨੇ ਜਨਤਕ ਤੌਰ 'ਤੇ ਫ਼ਿਰਕੂ ਅਤੇ ਧਾਰਮਿਕ ਭਾਵਨਾਵਾਂ ਨੂੰ ਭੜਕਾਉਣ ਵਾਲਾ ਭਾਸ਼ਣ ਦਿੱਤਾ ਸੀ। ਇਸ ਲਈ ਅੱਜ ਦੇਸ਼ ਦੀਆਂ ਜਮਹੂਰੀ ਸੰਸਥਾਵਾਂ ਦੀ ਰਾਖੀ ਕਰਨ ਦੀ ਲੋੜ ਹੈ। ਚੰਡੀਗੜ੍ਹ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਕੰਗ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੇ ਆਜ਼ਾਦੀ ਸੰਗਰਾਮ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਕੁਰਬਾਨੀਆਂ ਦਿੱਤੀਆਂ ਹਨ। ਆਜ਼ਾਦੀ ਸੰਗਰਾਮ ਵਿੱਚ ਪੰਜਾਬ ਅਤੇ ਪੱਛਮੀ ਬੰਗਾਲ ਨੇ ਸਭ ਤੋਂ ਵੱਧ ਨੁਕਸਾਨ ਝੱਲਿਆ, ਪਰ ਬੜੀ ਹੈਰਾਨੀ ਦੀ ਗੱਲ ਹੈ ਕਿ ਅੱਜ ਪੰਜਾਬ ਨੂੰ ਆਪਣੀ ਰਾਜਧਾਨੀ ਚੰਡੀਗੜ੍ਹ ਨਹੀਂ ਦਿੱਤਾ ਜਾ ਰਿਹਾ। ਅੱਜ ਸਾਨੂੰ ਇਸ ਬਾਰੇ ਸੋਚਣ ਦੀ ਲੋੜ ਹੈ। मलविंदर कंग का संसद धमाकेदार भाषण! संविधान पर बोलते हुए केन्द्र सरकार को जमकर लताड़ा कहा - संविधान पर चर्चा में भाजपा नेताओं ने अंबेडकर के बजाय अंग्रेजों से माफी मांगने वाले सावरकर का गुणगान किया, स्वतंत्रता सेनानियों का जिक्र तक नहीं किया आम आदमी पार्टी ने संविधान निर्माता और शहीदों को सम्मान दिया, दिल्ली और पंजाब में 'आप' सरकार ने सरकारी दफ्तरों में अंबेडकर और भगत सिंह की फोटो लगाई - कंग भाजपा सरकार संविधान के खिलाफ काम कर रही है, लोगों को जाति-धर्म के आधार पर निशाना बना रही, राज्यों के साथ भेदभाव और मनमानी ढंग से कानून लागू कर रही है - कंग आज देश की सर्वोच्च लोकतांत्रिक संस्थानों की भी स्वायत्तता खतरे में है, चुनाव आयोग और न्यायपालिका पर सवाल उठ रहे हैं, इसे बचाना बेहद जरूरी - कंग कंग ने चंडीगढ़ का भी किया जिक्र, कहा - जिस पंजाब ने आजादी की लड़ाई में सबसे ज्यादा बलिदान दिया, आज उसे अपनी राजधानी नहीं दी जा रही चंडीगढ़, 13 दिसंबर आम आदमी पार्टी के लोक सभा सांसद मलविंदर सिंह कंग ने संसद में धमाकेदार भाषण दिया। कंग ने लोक सभा में संविधान पर चर्चा के दौरान बोलते हुए केन्द्र सरकार को जमकर लताड़ा और भाजपा को संविधान विरोधी करार दिया। उन्होंने कहा कि आज संविधान पर चर्चा के दौरान बाबा साहब भीमराव अम्बेडकर, शहीद भगत सिंह, करतार सिंह सराभा और राजगुरु और चंद्रशेखर आजाद जैसे महान स्वतंत्रता सेनानीयों का गुणगान होना चाहिए था, लेकिन भाजपा नेता ने अंग्रेजों से माफी मांगने वाले सावरकर का गुणगान किया। उन्होंने कहा कि यह बेहद दुर्भाग्य की बात है कि स्वतंत्रता सेनानियों का जिक्र तक नहीं किया गया। कंग ने कहा कि मुझे गर्व महसूस हो रहा है कि मेरी पार्टी आम आदमी पार्टी संविधान निर्माता और स्वतंत्रता सेनानियों का सम्मान कर रही है। दिल्ली और पंजाब में आम आदमी पार्टी की सरकार ने यह सुनिश्चित किया कि सभी सरकारी दफ्तरों में बाबा साहब भीमराव अंबेडकर और शहीद भगत सिंह की फोटो लगे। कंग ने कहा कि जो संविधान आम लोगों को नागरिक अधिकार देता है। लोगों के स्वतंत्रता और समानता के अधिकारों की रक्षा करता है, लेकिन आज भाजपा सरकार उसे हर तरह से कुचलने का प्रयास कर रही है। संविधान भारत को समाजवादी राज्य बताता है लेकिन भाजपा उसका उल्टा कर रही है। आज कॉरपोरेट घरानों के 13 लाख करोड़ से अधिक के कर्ज माफ किए जा रहे हैं वहीं देश के अन्नदाता किसान सड़कों पर संघर्ष कर रहे हैं। संविधान धर्मनिरपेक्ष राज्य की स्थापना करता है, लेकिन आज देश में जाति धर्म के आधार पर दंगे कराए जा रहे हैं। लोगों के साथ खाना पीना और कपड़ों के आधार पर भेदभाव किया जा रहा है। सर्वोच्च न्यायालय ने पंजाब एवं हरियाणा उच्च न्यायालय में जजों की भर्ती के लिए दो वरिष्ठ वकीलों की सिफारिश की तो केंद्र सरकार ने उन्हें इसलिए खारिज कर दिया क्योंकि वे पगड़ीधारी सिख थे। उसी तरह किसान आंदोलन के दौरान सिखों को खालिस्तानी और देशद्रोही कहा गया। इसी तरह संविधान संघवाद की वकालत करता है लेकिन आज राज्यों के साथ लगातार भेदभाव किया जा रहा है। देश की संघीय सरंचना को कमजोर किया जा रहा है। चुनी हुई सरकारों की शक्तियां कम की जा रही हैं। दिल्ली की जनता ने अरविंद केजरीवाल को बहुत बड़ा जनादेश दिया, लेकिन भारत सरकार ने कई अलोकतांत्रिक संशोधन करके दिल्ली सरकार की शक्तियां कम कर दी। इसलिए आज देश को सबसे ज्यादा जरूरत देश की लोकतांत्रिक व संविधानिक व्यवस्था कायम रखने और धर्मनिरपेक्ष संस्कृति को मजबूत करने की है। अपने भाषण में मलविंदर कंग ने मणिपुर में हो रही हिंसा और मंदिर- मस्जिद के नाम पर देश भर में हो रहे विवादों का भी जिक्र किया और एक जज के भड़काऊ भाषण का हवाला देते हुए कहा कि आज देश की सांप्रदायिक हालत बेहद गंभीर हालत में है। न्यायिक व्यवस्था भी खतरे में है। इस तरह की घटना संविधान की भावना के खिलाफ है। उन्होंने कहा कि आज देश की लोकतांत्रिक संस्थाओं की स्वायत्तता खतरे में है। जांच एजेंसियों का दुरूपयोग किया जा रहा है। उसका मजबूत होना बेहद जरूरी है। आज हम चुनाव आयोग की बात करें या न्यायपालिका की हर संस्थानों पर सवाल उठ रहे हैं। पिछले दिनों एक जज ने सार्वजनिक रूप से सांप्रदायिक और धार्मिक भावनाओं को भड़काने वाला भाषण दिया। इसलिए आज देश की लोकतांत्रिक संस्थानों की रक्षा करने की जरूरत है। कंग ने चंडीगढ़ का जिक्र करते हुए कहा कि पंजाब के लोगों ने आजादी की लड़ाई में सबसे ज्यादा बलिदान दिया। स्वतंत्रता संग्राम में सबसे ज्यादा नुकसान पंजाब और पश्चिम बंगाल को हुआ, लेकिन बेहद आश्चर्यजनक है कि आज उस पंजाब को अपनी राजधानी चंडीगढ़ नहीं दी जा रही है। हमें आज इसपर सोचने की जरूरत है। Malvinder Kang’s Powerful Speech in Parliament! Over ₹13 lakh crore of corporate loans are being waived, while farmers, the backbone of the nation, are left to struggle on the streets,” he said. “The Constitution establishes India as a secular state, but today, riots are being orchestrated on the basis of caste and religion. People are being discriminated against based on their food, attire, and beliefs,” Kang stated. Citing an example, he noted that the central government rejected the recommendation of two senior turbaned Sikh lawyers for judgeship in the Punjab and Haryana High Court, allegedly due to their religious identity. He also mentioned the labeling of Sikhs as Khalistanis and traitors during the farmers’ movement. Kang further criticized the BJP government for weakening the federal structure enshrined in the Constitution. “The Constitution advocates federalism, but today, the states are being consistently discriminated against. The federal structure is being undermined, and the powers of elected governments are being curtailed. Despite Delhi’s overwhelming mandate for Arvind Kejriwal, the central government introduced undemocratic amendments to reduce the powers of the Delhi government,” he said. He stressed the urgent need to preserve India’s democratic and constitutional framework and to strengthen the nation’s secular fabric. Kang also addressed the ongoing violence in Manipur and the disputes across the country over temples and mosques. Highlighting the divisive and inflammatory speeches by some leaders, he said, “The communal situation in the country is deeply alarming and goes against the very spirit of the Constitution.” He pointed out that the autonomy of India’s democratic institutions is under threat. “Investigative agencies are being misused, and the independence of institutions must be safeguarded. Whether it is the Election Commission or the judiciary, every institution is under scrutiny. Recently, a judge publicly delivered a speech that incited communal and religious sentiments. This is a clear indication that the independence of our democratic institutions must be protected at all costs,” Kang asserted. Concluding his speech, Kang raised the issue of Chandigarh, saying, “Punjab made the greatest sacrifices during the freedom struggle. The state suffered the most losses along with West Bengal. Yet, it is shocking that Punjab has not been given its rightful capital, Chandigarh. It is time for us to reflect on this.”
